When Commissioner Ernst von Puttkamer was appointed Governor of Cameroon at the end of 1894, his successor August Koehler in Togo had to set about, according to the Frankfurter Zeitung newspaper, to redress the fragile economy, particularly the disordered state of the finances. In 1897, the German colonial power negotiated with the French colonial power over the annexation of the Niger basin.

Governor Koehler organised an expedition to occupy the northern regions. North Togo was occupied after long and hard resistance from the local populations. In the end, he had them sign a treaty.
